"instructions": "Georgia's public government documents as source text: the Official Code of Georgia Annotated with the Georgia and United States constitutions, Georgia General Assembly bills, and Supreme Court of Georgia opinions. Every document tool returns the same Markdown the site serves at the page's address plus .md: a metadata header (title, cite_as, canonical_url, source_url, date, status, corpus_version), the verbatim text, and any summaries under a heading that names them, so you can cite what you read.\n\nCall describe_site first. Use search then fetch when you do not know the collection; use the code_, bills_, and opinions_ tools when you do. Search matches the words of the document. Ask in the words the document would use, not the words of the question.\n\nIds are prefixed by collection: code:44-7-34 (a Code section), ga-const:art-i-sec-i-para-i and us-const:amend-xiv (constitutional provisions), bill:2025-2026/hb136 (a bill: session slug and number), opinion:S26A0060 (a Supreme Court of Georgia docket; opinion:S20Y0209/10680162 or opinion:S26A0374/ga-s26a0374 for an opinion that shares its docket, the second form being a record read from the court's own website).\n\nPages: https://georgiacommons.org/code/44-7-34, https://georgiacommons.org/bills/2025-2026/hb136, https://georgiacommons.org/opinions/S26A0060. Twins at the same address plus .md; collection maps at https://georgiacommons.org/code/index.md, https://georgiacommons.org/bills/index.md, https://georgiacommons.org/opinions/index.md; the site map at https://georgiacommons.org/index.md.\n\nGeorgia Supreme Court opinions: Opinions of the Supreme Court of Georgia filed from 2020-01-13 through 2026-09-22: 1,758 opinions. Qualifications: Opinions come from CourtListener and, for decisions it has not yet published, from the Supreme Court of Georgia's own website (43 opinions at present). When CourtListener publishes one of those decisions, its record replaces the court-sourced one and the old address redirects to it. The court's website index was last compared on 2026-09-28: every decision it listed through 2026-09-22 is here. Records whose text is shorter than 200 characters are not included. Each decision is counted once: where two records hold one decision (CourtListener's slip opinion and its Georgia Reports copy, or a court-website record and CourtListener's), the better copy is kept and the other record's id redirects to it (117 so far). The filing date is the decision date the court printed in the opinion for 43 opinions (every court-website record, and CourtListener records whose date disagreed with the caption); every other date is CourtListener's. For 1 court-website records whose PDF prints no date, the date is the day the court posted it. Spanish translations of the summaries exist for 1,758 of the 1,758 opinions with summaries (`lang=es`); the text of an opinion, and every quote from it, stays in English. Counts and dates are in get_coverage.\nGeorgia General Assembly bills: Georgia General Assembly bills and resolutions from the 2026 Special Session, 2025-2026 Regular Session: 5,656 measures, 5,652 with stored text, with actions through 2026-07-11. Qualifications: Only these sessions: 2026 Special Session, 2025-2026 Regular Session. Earlier sessions are not loaded. 4 measures have no stored text, because the General Assembly's website publishes none for them (HB 67, HB 68, HB 973, HB 974). Their pages link to the legislature's own page. The stored text is the latest version the General Assembly's website lists for the measure (`text_version` names it); earlier versions are not stored. Where a bill amends current law, the words it strikes out are marked <del> and the words it adds <ins>, as the printed bill shows them. Spanish translations of the summaries exist for 5,652 of the 5,652 measures with summaries (`lang=es`); the text of a measure, and every quote from it, stays in English. Counts and dates are in get_coverage.\nOfficial Code of Georgia Annotated: The Official Code of Georgia Annotated, current through the 2025 Regular Session of the General Assembly. Qualifications: The volumes reissued in 2025 (Titles 20 in part, 31, 35, 36, and 46) state their currency in their own words as the 2025 Session of the General Assembly. Sections with delayed effective dates appear as versions dated 2026 and later, as printed. Tables and forms inside statute text are shown as their lines, not as tables. Eleven of the 100 source files carry variances printed in the state's own pages; they are recorded, not corrected. The Title 9, Chapters 12 to 16 volume comes from the Internet Archive's copy of the set the Office of Legislative Counsel produced in 2024, not from the state's page. Georgia's constitution is current through the same 2025 supplement; the United States constitution volume is the 2025 edition; the appendices of local constitutional amendments are not included. Annotations (case notes) are not included for the Code sections. The two constitution volumes' notes, as extracted, include the case notes printed under each provision; they are shown apart from the text, and nothing on the site summarizes or interprets them. A constitution provision shown as in force is in force as printed in the volume. A court decision can make a printed provision unenforceable without changing the volume, and the volume does not record that.\n\nGeorgia Commons is an independent project of Georgia Civic Data, not affiliated with the State of Georgia, its courts, or any agency. The official documents are linked from every result as source_url. Nothing here is legal advice.\n",
