When required pricing evidence is incomplete or stale, the receipt reports estimates and limitations without claiming a lowest-cost winner.\n\nThe normal sequence:\n\n1. springroll.context: find out which organization you are in and what you may do. Read the `runtime` block. If `ok` is false, nothing here can serve a deployment and springroll.deploy will refuse rather than half-register the application. Read `runtime.errors` and tell the user; it is not something you can work around.\n2. Read `tenant.defaultDeploymentWorkflow` from springroll.context.\n3. springroll.deploy: register the application and deploy it in one call. DIRECT applications go straight to Production; STAGED applications start in Development.\n4.
