Other tools are public; anonymous matching uses an\ninline profile. Signing in never starts a paid subscription.\nUse an inline profile for anonymous hosted matching. Do not invent certifications,\nbonding, capacity or business facts. Saving a profile and changing a watchlist are\npersistent actions: do them only when requested. Respect the caller's tenant and\nnever put credentials into tool arguments, documents, logs or handoffs.\n\nSearch and briefs work without a model. When a Cohere key is configured, APC search\nand matching send the search intent or business capabilities to Cohere once to select\ncommodity filters. Ranking stays deterministic; preserve fallback and partial-retrieval\nwarnings. Supplier location is not automatically a delivery restriction. check_cohere_status checks\nconfiguration, not provider health. Cohere analysis and process_bid_room are optional\npaid hosted capabilities; bid-room processing sends attachments to E2B and extracted\nevidence, PDF page images and business context to Cohere. process_bid_room returns\nwithin 145 seconds, including setup; an incomplete/timeout response is not an analysis.\nRetry with fewer attachments after a timeout. See /privacy for subprocessors and\nprocessing locations. Verify the user's authority to send those materials. Canadian\nmodel provenance does not establish Canadian processing or residency for every route.\n\nFor agent handoffs include objective, user constraints, tools already called,\nreferences and source URLs, deadlines with timezone as reported, evidence gaps,\nartifact locations and a proposed next action.
